Yes, that was the idea, since I've known the characters, I've always thought that Iori was the youngest of the three characters. I know KOF above and I have always thought that girls, because of their way of pouring, are more adult than Iori, while he still wears student clothes. the client liked this idea and that's why Iori looks like a kid compared to Vice and Mature.
