my impression, based on nothing but how I thought ashford and drummer acted toward each other, is that Drummer is still captain and ashford the commander of the Medina Station. However, each one is the local representative for their respective factions - Dawes or Johnson. So Drummer has the final say with ship stuff but for political decisions they're equals.
