About the Star Fleet and planetary military question, maybe it makes more sense if we look at it using a collection of similar sized countries in Europe rather than a superpower like the USA. Here we often refer to our own militaries contributing to NATO forces and exercises as no one country has the resources to defend Europe alone. They then report to a NATO command structure as well as a national one. In addition as the cost of development is so high, many of our military technology is shared; with aircraft such as the Eurofighter Typhoon. Recent naval warships from France, Italy, UK etc, have a similar look with only slightly differences in appearance as they all share the same core PAAMS weapon system. All NATO ammunition is interchangeable etc. This cooperation extends to fleet deployments, for example, the UK Royal Navy Queen Elizabeth carrier group, while mostly British, also has naval ships from neighbouring nations, all under overall Royal Navy command. Most NATO naval groups are arranged the same way so a UK ship may report to a German admiral in the NATO northern squadron. So for non-superpower nations cooperation between nations under another command is not unusual. In Star Fleets case though, I feel it has gone further and while they have links to a “home” port or planet, they are by the 24th Century have fully integrated permanently as a single fleet.
