In a weird way, I think Hannibal respects Jack, but doesn't really like him, whereas he respects and likes Will. So to Hannibal, Will is a possible real friend, and Jack is more like a worthy opponent. So he razzes him (so to speak) with things like Miriam's arm, and he definitely takes a sort of base glee in being around Jack knowing that he is who Jack's looking for the whole time.

Even the food looks stunning and somehow delicious....and I don't even eat or like meat (humans or animals) 😂 It really is an aesthetic masterpiece.
