How to Access:
First, go to the Solitude docks. Near the docks, travel north so that you're underneath the city. There you will see a custom boat that will take you there. This location comes with a map marker so that you can fast travel there after your first encounter.

I wonder how easy it would be to put the museum in the city? It would make a nice centerpiece to show off the designs.
