it is usally a safty measure, so that the highly skilled and powerfull adveturers don't go rampert on the weak townfolks, when they are in a bad mood!:P and if they got such special armor, it means that they have already behaved suspiciously! perhaps while tearing apart a tavern because of a dispute!
