This very specific timeline of Ted's appearance seems to have been possibly generated during the investigation by Mike Fisher and the Colorado authorities. It dates from August 1973-March 1976 and carefully documents his grooming habits. I must admit, I'm perplexed at its purpose. 

Anyone want to take any guesses as to why this was created?

I am a newbie to all this, but this interview was right before his 2nd escape I think, right? And in the (terrible) Zac Efron movie, he referenced how he changed his appearance by "getting a haircut (and shave)" so when he escaped he wouldn't look as similar to the way he looked in jail. So I think he grew it long to get rid of it completely for a more dramatic switch.

Cute Question! Fischer wanted to know exactly what TB looked like at certain times so he could "help" possible witnesses to recall a beard or not!! ;) lol. He did not want another fiasco like the Campbell Murder case where he encouraged a witness to testify that she recalls TB being at the motel where Campbell disappeared. She was so confident in her identification she Identified a law enforcement officer in the court room at the Campbell murder preliminary hearing
