Notice the questions about "mental, emotional, or nervous ailments" which he checks "No" to, on May 20, 1974-- two weeks after murdering Kathy Parks.

Yes, but most employment records aren't subject to long retention periods. This was preserved as part of the criminal investigation record.

Employment records for those who work for public agencies are always public. You could go back and look at mine for when I worked for the prosecutor in a certain county. Witnesseth is legalese, yes.

"Witnesseth" -really? King Jame's Bible speak for a job in the 1970s? I have a Pindar-like propensity for prolixity, but that seemed a little much even for me. Little other language comes close to that so I wonder if it was, and still, is just retained in a legal capacity for some quirky reason..
