He's been so helpful and friendly for the last six months that everyone has relaxed around him. He even made a deal with Vaggie and nothing bad came of it. Charlie would not have made this bargain six months ago, but now she has enough trust built up on top of her native optimism. The whole angels-being-harmed thing could've been explained more clearly. I wonder if Vaggie was thinking of Adam and Lute, her bosses, as beings above regular angels. Of course they could injure her, the rules don't apply to _them_. The same way that when you're a kid you think your parents are invincible.

Angels seem to be able to harm each other but before Carmilla no demon had ever killed or even hurt an angel, even though they’d been doing exterminations for years, perhaps even centuries. That’s probably also why Vaggie didn’t know

It's a sound baby deer make to tell emotions (in this case, contentment), usually made at their mother (rosie is not alastor's mother, that one is up in heaven running a diner, but still). It's very cute and he does it several times throughout the show, as well as elk noises when he's angry!
