He's got pretty hairy legs, and you don't see that here because the body hair layer is added on last. I rarely ink body hair directly onto a character, unless it's pit hair.
When I draw the "traditional way", using pencil, inking pen and art-board, there are a couple of ways I can approach body hair.
I always ink the figure first, then I place a sheet of onion paper over top the inked art, and ink in the body hair. It creates a physical "separate layer" that can be added to the colored art once scanned into Photoshop.
Alternatively, I draw the body hair in Photoshop once the colors are done.
In recent times, I've taken to doing things using this method. It saves a lot of time and is a lot less finicky!
