So, the meeting is "implied" because in the "For Example" episode, both LOCUS and BAKKET are shon together, along with a number of other guys, in the first panel. The idea here is that their meeting took place "off-page", but is possibly a little adventure I can revisit down the road. For now, we're meant to "assume" that there is more to their time in the Collector's care than we've previously seen. Hope this helps! 😁
