We have a gift coming

I think a raion is similar to what we, in the US, would call a district. Part of an oblast, which is similar to what we could call a state. That's probably way over simplified, sorry.

Thinking maybe the sitrep needs a glossary. What's a raion? :) Glossary could also include oblast and similar words. Maybe a short entry on PMC Wagner, etc.
