Windy City 1.0 Updates and Fixes

The list may not be final and is subject to changes.
- Fixed traffic light color bug (missing textures for LOD). Traffic lights will now always be in yellow frame painting as they should be.
- Light pollution file misplacement error on release has been corrected.
- Added a new clothes store MLO interior near Milennium Park.
- Rearranged the city area around Milennium Park and expanded it by 1 block.
- New traffic by Jdmimport with more detailed streets and use of all lanes
- Added vanila police station, fire department and Pillbox Hill hospital with MLO interiors. Development is still in ongoing progress.
