In a way it's like if James Earl Ray (The killer of MLK) came to the hood and started killing gang leaders. Like objectively that might be a good thing, but the whole hood just gonna think he likes killing black folk. not that Arlong was MLK, maybe Malcom X would have worked better there because he was about a more violent revolution; but basically fish men don't know/mind that Arlong got justice over on humans and did it evilly; they just know him as a fishman who was taken out by humans
