I think the translation throughout One Piece for Franky describing himself as a "Pervert" is a mistranslation in terms of the context he is saying it in. The word I believe he is using is Hentai which is mostly associated with the work Pervert or in western civilization mostly referencing anime or manga porn. However the actual translation of the word is either Transformation" or "Metamorphosis". So when he says hentai describing himself he is referring to Transformation or Metamorphosis.
