I've been waiting for the right time to introduce Jessica Chang to the story. I wanted her to be the last person to see Annie in her super-body. Also I wanted to wait until they were starting to meet some of the B-Class heroes, considering she is Mastermind.
I put a few hints with her. She has an "M" near her waist, and I suspect her helmet is in that bag. Jessica only had weak mental powers, and after what happened to Richard, she didn't try to experiment with herself- she used a helmet to increase her powers.
The deal here is that what Jessica knows about isn't what it seems. This is giving the wrong impression.
