It's a pretty simple one.
When Honey straight up can't use her knowledge or wits to figure out a very dire situation, she can unlock this form and become entirely focused on her mind. She falls asleep and begins floating idly and can still interact with the world through telekinesis using her new mind powers. While she's asleep her brain works much much faster and gives her the time she needs to figure out a solution to her problem.
So it's like... psychic type Honey.

I imagine it's almost like a simulation thing where she'll run through the scenario that's troubling her hundreds of times over to find a solution, except every person is replaced by whacky dream creatures and other random things that dreams like to throw at you
