Actually, that's supposed to be her main outfit. In Episode 1, she got turned on by the idea of being a Vigilante and went with a bikini top and miniskirt cause she thought it would add to the excitement. Things didn't go too well for her and her pseudo boyfriend suggested the blue leotard and pantyhose. She also needed to change her face to protect her identity, hence the hair. This became her main outfit. In Episode 2, she was visiting FetishCon and got a tip on some nefarious activity. She didn't bring her AV Costume, so she wore her FetishCon outfit. It seems the sexier the outfit the more perilous her situation becomes.
