Yeah the writing for this arc or whatever with Tsunade wasn't all that great. Some of it you could tell was written that way so Tsunade good have her big comeback moment. Which is why Jiraiya didn't do much. The way I see it tho is like if I said I'm outta energy after sprinting a mile or something. I'm obviously not outta energy cause I'd be dead if I had no energy. It's more like I'm just low on energy and I'm just tired.
