You are correct that chakra is usually equally distributed but this jutsu's main purpose isn't to trap it's to drain chakra. So it makes sense all the built up chakra would collectively be in the area where the siphoning is happening simultaneously strengthening that side of the barrier. The problem is that it took a whole episode in comparison to like 3 pages in the manga, I have a lot of those pacing issues that bother me.
