A few things.
1. It may have rained for a few reasons, smoker stopped the boat out there near the island that kept using dance powder to stop all rain from Alabasta. (Just like you said would be a crazy use for it).
2. When Luffy knocked out Crocidile, the affect he was having on the atmosphere to make it dryer ceased happening.
3. Maybeeeee Smoker did use it?
Then about Iggram, if you go back and watch the scene where he "dies" you will see something save him.

Yeah, generally in shounen (and especially in One Piece) the fights are mostly there just to be cool and fun, and are always subservient to character growth or emotions. There aren't physical stakes, but there are fights. shrug

I will cast a vote for you watching episodes 139-143, which is a filler arc, but it's the 2nd best filler arc IMHO and quite good.
