Just something to keep in mind: Nothing is impossible in One Piece. Oda created this crazy world because he didn't want to limit his imagination. That's why you will see even crazier things in the future and you will reach a point where you will easily accept any weird stuff that One Piece introduces.

He has no principles of his own: working for the government is just useful to be able to kill more. He adopts the government's principles/justice merely because it's convenient. There's also some utility in the government letting him kill with impunity; it does strike fear and compliance. Seems they'd rather be feared than helpful or efficient. Something to keep in mind also, is that CP9 works directly under the World Government; they're actually separate from the Marines Basically like two different branches under WG that don't really work together. There are certainly still horrible Marines, but there are also some good ones (e.g. Smoker, Coby, Garp). At this point in the story, I believe CP9 and Corgi are the only direct WG agents we've seen so far.
