The testing makes sense to me, not the violent and they can kill each other part though. Take a driver license test, the tester isn't responsible for teaching the one taking the test, at least not in my country, not sure how it is in Canada though, they are just there to make sure the one taking the test actually know enough to be allowed to drive. It's clear to me at least that this isn't the end of some schooling, but something you can choose to take if you want.
