It's always seemed weird to me this modern need to be retroactively upset or offended by past creative works. Is Huckleberry Finn any less impactful or is Catcher in the Rye not poignant because their language was of their time? When Oda created the character's who make up Kamabakka the idea of Trans specifically was decades off from being in the pop culture's focus. Okama as a noun is ambiguous it CAN mean Trans but that is a much more recent meaning, it can just as easily mean cross dresser, or if you go back far enough a female servant (but guess we don't have time to be upset about that one right now)
The portrayal of most of the Okama's who chased Sanji for 2 years are based on a VERY specific kind of cross dressing sub culture in Japan. They do have what we in the west would recognize as cross dress in the vein of Ru Paul called Otokonoko which involves the smooth hairless and effeminate being accentuated often with wigs. The Okama's however are based on Josou Danshi which are literally men who just like to wear women's clothing, they often sport full facial hair and other masculine traits. Every character design in One Piece is a Caricature of some level but the Okama's are no more or less a caricature from their real world counter part than any other race or creature Oda draws.
As for their over the top expression, come on! Pretty much every character is prone to that, the number of full face snot/tears water falls, exaggerated gestures, this is just standard One Piece and again has roots in established creative history. One Piece is literally just Kabuki the Animation. The hyper exaggeration of characters is strong and deliberate.

Good notes on how Oda writes between the lines. I always forget to appreciate it until someone brings it up.
I'm not sure why you're assuming that Luffy is stronger than Hancock now, though, I don't think there's been any indication that that's the case? (And I just wanna underline that Hancock is strong as fuck. Sure she's not as strong as someone like the Navy admirals or whatever, but she's definitely up there among one of the strongest characters in the series and her devil fruit is OP against almost anyone who isn't Luffy.)
Jewelry Bonney was captured by the Navy, yes, but we don't know what happened to her. There was that whole thing about how she had supposedly run away from the government and we don't know what that was about either.
Franky has always been a good swimmer, it was established in his first fight against Luffy.
Yeah the Kamabakka stuff isn't great. Altho I don't think they genuinely want to fuck the marines, I think they're basically doing a similar thing as Hancock and putting on an act in order to get in the way of the marines so the Straw Hats can escape. This way they have plausible deniability, as opposed to if they actually tried to fight the marines.
