Qubes isn't a linux distro, it doesn't use the Linux kernel. It uses Zen hypervisor instead to avoid the monolithic nature of the Linux kernel which is what allows Qubes to have such strong sandboxing. It is the most secure desktop you can probably get. But it's too heavy on the same for a regular user.

You definitely are right that Linux & Windows (probably Mac as well but I am not that familiar with that but to my knowledge it is Unix based as well) are not secure if you get your system infected with malware. However when you talked about permissions & sandboxing mobile applications Qubes OS came to my mind. It is a Linux distro which utilizes some similar principles. Basically it assumes you've been infected from the beginning. Just wanted to leave this here, maybe you want to look into it however I think you probably already have.
