I feel like the direction needs to involve a something similar to a couple of independent food cooperatives, one holding infrastructure, one holding a federation of individuals. Both would be structured, readily fundable, resilient, legally supported and protectable. Open source payment portals for donations. There's definitely a way forward that would support the whole protected free speech angle, that would give hactivists a network of support to work longer term.
