Should the world become "darker" as the story progresses?

I am drafting story scenes for the 0.7 update in which you'll get the opportunity to affect policies by 'assisting' the conspiracy and helping them blackmail politicians.
As a result the town will get a licence to be more permissive and the new law will allow owners to get pleased by their sissies in public.
A later effect (The 'Consent By Lifestyle' law) would decriminalize the use of sissies by anyone in public even despite protest...
Not sure if the last part is too dark, whether I should just do it, or even go further.
