The norms in the U.S., especially in poorer communities be it rural or urban, is to resort to violence as an answer to interpersonal issues. There were plenty of times at my rural high school that kids would make plans to go and "settle" disagreements off of school grounds to avoid punishments, with no preventative measures from authority figures in their lives. Similar things happened consistently in my urban middle school. Criminality can be overwhelmingly predicted by poverty, which is indicative of living in constant desperation. I feel that constantly feeling as though you are scraping by can have a profound effect on the willingness of humans to do bat shit crazy things and a larger effect on their attempt to rationalize clearly unacceptable behavior.
