Weather Report 1.03 Released

Weather Report is a little Fallout 4 mod that simulates consistent weather conditions across interior and exterior spaces, by creating "forecasts" that persist when you transition across cells. If you check the forecaster indoors, WR will "report" on the weather outside, and then create that weather when you go there. It then manages the back-and-forth to foster the illusion that weather remains consistent even when you're sheltering from it.
I restructured the code a bit in this release and fixed a bug involving the "unknown" weather forecast mode, where it wouldn't correctly repopulate the saved weather on transition to exterior cells.
I also retooled FROST support a bit, waiting until after you get through the whole opening and character build sequences before the WR device gets put into your inventory.
