Phoenix has been negotiating to pipe water from desalination plants to be built in Mexico. With plenty of cheap solar power that should not be too expensive, but not sure where that plan sits now.
Modern desalination delivers for less than $1 per ton. Fab 21 phase 1 could run a whole year for about $7M and much of what passes through is useful through recycling.
Native Americans were farming there for a very long time. The ancient canal systems go back way before Europeans arrived.
Almost everywhere can be unprepared for a drought, because the locals rarely want to spend money on infrastructure like reservoirs or canals beyond about a 30-year horizon, while climate has infinite patience to exceed expectations.

Arizona should really just buy out some of those water heavy crop farmers
