Well, the stakes have never been this high for Paul before. He's never successfully used his power. Even if he had, he wouldn't have been able to tell before.
How is a guy who has the power to transform his body into a guy supposed to practice this skill? He's always assumed that he turned from Paul into, well, Paul. Now, he must go from Paula to Paul as fast as possible. Others may think Mr. Irrelevant abandoned them in the shelter and Paul doesn't need any more bad press.
