This collection can be seen as two waves of bad guys to challenge your players. At the first tier, the players can face the desert bandits, probably doing something mundanely evil. After defeating them, the players realise that the bandits were actually the thralls of the mind flayer and so the tier two encounter nicely falls into your lap. The mind flayer should naturally keep an intellect devourer or two around it, immediately alerting it of any approaching enemies. And that is precisely the time to have the two burrowing umber hulks emerge from behind the players as they get ready to face the final boss.
