He did cut his hair in a high school after crush left and he tried to forget him, also i think he didn't want to feel connection with Crush because he loved his long hair. In chapters at the beginning you can see him struggling if he should or should not cut it, because first time he did it because it was something related to Crush in his mind, but now Crush was with him and he decided to give it a chance again and started growing it again After Crush left him second time his hair wasn't so long yet, and he already accepted that he doesn't need to cut his hair again cause the first time it didn't help a lot i guess, so i think him having a long hair again means not the "saving memories" but "accepting" it, also there's some Tez impact i guess after being abandoned again he decided to become a "strong" person like tez and he kinda shows it through his hair looking like Tez's hairstyle cause in his eyes Tez is this strong person who can handle herself all alone and stuff SO. i think you thought wrong correct me if i did any mistakes
