2021-02-12 12:34:12 +0000 UTCThe biggest problem with that is that Jimmy knows who the missing person is, and he would have known who it was when he saw Norm on the screen. Instead he had to be handed a docket on Norm to know his name, when the missing persons would already have a docket. I think the better option is that Ralph is the missing persons. Thus why we've never seen them. And maybe Agnes is trying to call out to him knowing that they are on a show and someone might be watching.

Visions said he was a Commie, and then Agent Wu was the one that got his identity directly and put it up on the board of cast residents. Wu was the one in charge of the person in the Witness Protection Program so it would make sense that he was the one that got his file, since it has to be the fake file.
