"Who are they hurting?" The city is in financial crisis, they withdrew police funds to repeir the school system and keep the city afloat. By pulling back into the police under false pretenses, they rest of the system may collapse under the strain. And then then crime, schools, welfare, maintainence, EVERYTHING, could be fucked.
