For scenario C my first thought was it would make more sense to become a high class prostitute to raise funds, or even just volunteer to become a relief outlet for the soldiers directly. Whoring yourself at seedy taverns just seems like an indirect way of collecting funds from citizens you're likely already taxing the shit out of. Though I guess that could also be intentional on his part - it's basically just an excuse to put himself at the mercy of his own disgruntled subjects, so they'll have no issue treating him like a piece of meat to vent their frustrations on.
