How do you decide who to form alliances with? Or does it just happen naturally? That's kind of how it is for me, for better or worse(mostly worse lol)

Not everyone has a large barren landmass of winter (or desert given global warming) to absorb an enemy. On alliances: I'll comment that this was not really seen in AtLA except by Azula in manipulating Zuko, but is explored more in Legend of Korra. I imagine in Hollywood, you've seen that strategy employed first hand, any juicy shifting and shifty alliances stories, personal or otherwise?
