The choice of the characters for the sets are made considering the polls that are published every month. I love Sombra (she's my pfp for a reason), but I think it's right to consider the choice of the majority with some "exceptions" (the "exceptions" would be the characters that were 2nd by poll). Sorry you didn't find more content to your liking.
