I recently watched Shokugeki no Soma, though I guess you could say I "rewatched" it since I already read the manga. These two are twin judges from the Autumn Election arc(?). There are 2 other sets in the series but these are the sexy ones.
Although they were both judges they were in different venues in the story, so I'd imagine that with this version of them they would have to go back and forth between the two. And due to poor scheduling we see them fighting over which venue to judge at first.
