R|E 0.3.0 and SNB - Financial Center 0.3.0 - Quarterly Release (PRE-RELEASE)

Moving these versions right along to Pre-Release status. The itch download page with version 0.2.0 will move to Public next weekend, and then I'll update the itch page with the Rentals update when it is available.

Please note that when applying for Mortgages, we don't have the Financial Center setup to recognize self-employed or freelancer income yet. So application denials are to be expected. We are looking for a way around that after we release the Rentals update.
