The artstyle changes each part since JoJo started in the 80's and right at the start of Araki's career as an artist he was like 18 I think when he started publishing manga in magazines so as the series went on his art style evolved and changed. Part 3 was inspired by old action movies like with Stallone and Arnold so every one was beefy but then towards the 90's characters became more slim and Araki changed the art style to go along with it. If you read the part 4 manga at the start of it the art style is still like part 3 before it changes a few chapters in and you can see a huge buff Josuke which is really weird if you see the anime first lol.
