I think oil vs generation its different. Generation he is keeping open highly polluting Heavy Fuel Oil Power Plants and ending development of foreign owned wind and solar projects in order to keep the state generating company in charge. With oil he is trying to build a refiner, which is what Chavez failed to do and could be a smart geopolitical move.
