I do really love how the few reasonable members of the Alliance have immediately recognized this is an awful plan and are just focused on losing as little as possible. If all goes exactly as planned then this would be a decisive blow that might permanently break the Empire, but the plan is so flimsy. As Yang says, the core of their entire plan is this idea that every imperial citizen is eager to be free and join their cause. They expect to be welcomed onto every planet as heroes and receive all the aid they could want in their conquest. A foolish idea not exactly unfamiliar in our world too. History is full of nations that attacked an enemy expecting to find support among the citizens. Usually, those don't always go as planned. My favorite thing about this part of LoGH is the stark difference between Yang and Reinhard's positions. Yang is influential but has a significant number of people above him who disagree with him and his allies, while talented, are limited in reach. Reinhard controls half the Empire's military, has equally talented allies with their fleets, and has no one to directly challenge his decisions. One to one it may be a close fight on which is the more skilled admiral, but Yang's potential is capped by his surroundings while Reinhard is free to constantly build himself up stronger and stronger. It makes for a great difference.
