Bewcock is the absolute best. He doesn't hold back at all with how frustrating dealing with his superiors is and he doesn't hesitate to disobey orders to protect his sailors. He's one of the very rare examples of truly competent command amongst the Alliance's navy, which is exactly why Yang chose to go through him. He knows Bewcock would do whatever is necessary to get them out safely and, more importantly, the Alliance probably can't do too much to punish him for the disobedience. He's one of the very few attempting to correct for their awful initial plan. The Imperial plan, on the other hand, is flawless. I don't think the show makes it clear, but when the Imperial forces retreated before the Alliance arrived they purposely took a bunch of the food off the planets and told the citizens that the Alliance would make up the lost supply. Thus instantly forcing a demand for food from all the liberated planets. Reinhard then gives the situation a bit more time to worsen and force their hand, pulling out the massive transport ships in a desperate attempt to feed the population. He's now set up to intercept those transports, push back the Alliance forces, and return all the food as a hero feeding the population. If all goes as he planned, then the Alliance will have just sacrificed an incredible amount of manpower, ships, and even food supplies to accomplish absolutely nothing.
