1) Choose one of the versions you want to download (URP or HDRP 2019 or 2020) 2) After you download one of this .rar files, unzip/unpack it. 3) Open the project with Unity HUB with the closest Unity version. 4) Then you can select which vfx graph you want for example and go to Assets>ExportPackage.
