Why there is second round?
Because the polling system of Pixiv is flawed for this purpose. It does not allow multiple choice and can only have a maximum of 5 options (and it cannot even close the poll). Because of that, the result might be distorted. This final round is intended to fix the distortion.

I also think there would normally be more kudo tickets than there are now. But because people saw that the last two were no chance of winning, they concentrated their votes on the first three.
