I have been around mental illness most of my life. Wife, daughter, and as a Disability carer. The difference between their normal behaviour and an Episode is such a stark contrast. While I agree with Shrinks that they have little or no control at the time, that does NOT excuse their crime. It only shows the potential to recommit will be FOREVER there. I certainly hope Peter spends his later years (as a good inmate), in a secure but more lenient facility. Do you have those in the US or is it all constitutionalised, privatised slavery ?
