Favorable Winds: It seems like there are a lot of low cost fliers in the set that have sweet abilities. If you are in some combination of esper fliers this could be a full team anthem. I wouldn't sell it short Storm Fleet Aerialist: A fine card for UB Pirate Aggro which feels like it will be a competitive archetype. Obviously great if you curve a one into this but probably still good on turn 3 or casting two 2-drops on turn four if this ends up being a 2-drop, 3-drop, double 2-drop format like triple Amonkhet. Storm Fleet Arsonist - I feel like this would be better if the opponent sacrificed a non-land permanent. The fact that it's untargeted and will almost always net either a land or a treasure token makes it pretty underwhelming. Splashability is a redeeming quality though being on the single red plan. I think the biggest factor that will determine if this is good will be if there's a consistent draftable way to play it on T4 via treasure tokens AND with raid on line. The 1/1 RR Goblin comes to mind. Overall, loving the flavor of this set

Arsonist is basically the Sand Strangler of the set :)

Yeah, I think this is a build-around and not an awesome one at that. Its no Lord of the Accursed

I don't think favorable winds is good. How many fliers do you need before it's good, three? In most scenarios I think just having a twodrop is better than boosting two creatures a bit and having more fliers than that seems like a lot of work for not that much payout. Maybe if there are cards that generate multiple 1/1 fliers per card in the set? Seems like a trap to me... Maybe I'm underestimating +1/+1. Aerialist seems sweet. Floor is not that bad, easy to trigger and payout is great! Arsonist seems really meh. 5 mana 4/4 is meh and the ability would be pretty great earlier in the game, but I don't thinks it's awesome on turn 5. I feel like opponent gets to sacrifice something irrelevant pretty much always at turn 5. This will have to take a bit of play to see what the board states tend to look like at turn 5 in Ixalan. Set seems interesting, at least the themes of it. :)
