Paladins who take the Oath of Bondage believe that instead of corporal punishment, criminals and ne'er-do-wells should be restrained appropriately. A thief should have his hand shackled, and should have to live with this restraint until he changes his ways: in combat they systematically disable and tie down their opponents.
