Since when has it been illegal to report a crime? Since Perth's own Patrick Bateman became attorney general, beware the wrath of Christian Porter. If you report a crime, he'll break the law to bring you down. That's exactly the kind of man we need at the top in Australia.

If there were more consequences it could stop this. I don't see that happening, unless more average people care. Unfortunately most people don't see this as affecting them and therefore don't care. More so won't even know about it. However videos like this do help. So let's hope at some point the average joe starts caring about these things and this sort of thing stops.
